This mill is a National Monument in State ownership (no. 639). Petty and Molls' 17th century map of Co. Donegal records the presence of a watermill at Newmills in 1683 and corn and flax mills have been located on this site since the early 19th century at least. This combination (i.e. corn and flax) is found mainly in Ulster where both types of mill were intimately linked to the surrounding farming economy. The mills were in the ownership of Josephy Hunter until 1861 when he sold them to John Devine. The complex was purchased from his son by Patrick Gallagher in 1892 who also bought a residence, public house, grocery and ancillary buildings, including a scutcher’s cottage; this was located in a field beside the mill pond. The complex also included a forge on the opposite side of the road as well as a sizable farm of land. The business at Newmills was continued by his son, P.F. Gallagher until his death in 1980. Extensive improvements to the corn mill were made around 1907 when the present waterwheel was inserted and improvements were also made to the machinery within the mill. During the Second World War, P.F. Gallagher took advantage of the revival of the flax industry when the British Government offered grants to increase the production of flax to guarantee the supply of linen for the war effort. He demolished a small single-storey flax mill in the early 1940s to make way for the relatively modern looking building. The public house and grocery were an important part of the whole enterprise and proved quite successful in the early years of the 20th century. Indeed, a lively export trade developed and when Sir Thomas Lipton started his grocery business in Glasgow, he received his first consignment of butter, bacon, eggs from Newmills. The importance of Newmills was recognised in a 1978 inventory of industrial archaeological monuments compiled by An Foras Forbatha which identified it as by far the best example of a mill complex in County Donegal. In 1986, the mills were purchased by the state for preservation as a national monument (No. 639). Under the direction of the Office of Public Works, a group of Irish and international volunteers restored the mills and millrace in 1989. The mill is a three-storey building and all the apparatus of the mill, stone, sieves, bucket elevators, fans and a sack hoist are powered by a 7.63 metre (25 ft) waterwheel manufactured by J.Stevenson's Strabane Foundry in 1867. Detached five-bay three-storey former corn mill, built c. 1800, and extended c. 1870, having single-storey over basement coach house to the south-east end of the front elevation (south-west), and with external water wheel, c. 1907, attached to the south-east side elevation of main mill building. Possibly retaining fabric of earlier corn mill to site (see RMP DG060-016----). Restored c. 1990 and now in use as a mill museum. Pitched natural (purple) slate roof having terracotta and blue clay ridges tiles, raised rendered coping to north-west gable end, timber louvered vent to ridge having pyramid metal capping over, cast-iron rainwater goods, and with two red brick chimneystack. White washed rubble stone walls. Square-headed window openings with painted concrete sills, and painted timber lintels over, and with two-over-two pane timber sliding sash windows. Square-headed doorways and loading bays with timber lintels, and battened timber doors. Square-headed carriage-arch to the south-west gable end of former coach house having timber lintel, and with battened timber double-doors. Timber post and beam structure internally with remains of machinery and millstones, sorting buckets, sieves, bucket elevators, fans and a sack hoist etc. Retaining wall to west and mill race with sluice gate to north-west of adjacent flax mill building (see 40829002) to south. Flagstone paving surrounding mill with gravelled area to south and mature trees to north and east. Attached breastshot water wheel to the south-west having metal spokes, buckets, and superstructure. Water wheel supplied by elevated timber headrace supported on timber brackets and operated by timber sluice mechanism. Tailrace discharges into River Swilly adjacent to the north. Gateway to the south-west comprising a pair of rubble stone gate piers (on circular-plan) having wrought-iron flat bar gates.

Detached ten-bay-two-storey (former) terrace of houses, shop(s), stores, and public house, built c. 1830 and extended c. 1860, comprising of end-of-terrace three-bay two-storey former house and former shop to the east, three-bay two-storey former public house to centre, and having pair of two-bay two-storey former houses and stores to the west end. Possible formerly in use as mill workers’ houses. Now out of use. Pitched natural (purple) slate roof with projecting eaves course, remains of cast-iron rainwater goods, red brick chimneystack to east gable end, smooth rendered chimneystacks to centre and pair of yellow brick chimneys to west end with rendered copings, and with remains of clay-ware pots. Whitewashed lime rendered rubble stone walls. Square-headed window openings with stone sills, one-over-one pane timber sliding sash windows, and some timber casement windows; fixed pane display windows at ground floor level to former shop and public house to east and centre of range. Square-headed doorways with battened timber doors and loading bays, and with some timber panelled doors. Road-fronted to the south-west of Newmills corn mill (see 40829001) and flax mill (40829002), and in the rural countryside to the south-west of Letterkenny. Detached three-bay single-storey outbuilding/former smithy located a short distance to the west having pitched corrugated-metal roof with central chimneystack, whitewashed rubble stone walls, and square-headed openings with battened timber fittings.

Detached three-bay single-storey vernacular house, built c. 1820, having single-bay single-storey outbuilding attached to the east gable end. Recently restored but currently unoccupied. Possibly originally a flax scutcher’s cottage associated with Newmills flax mill (see 40829002). Pitched flax thatched roof with raised verges to gable ends (east and west), ridge, and with rubble stone chimneystack to the east gable end. Whitewashed rubble stone walls. Square-headed window openings with no sills, timber lintels over, and with replacement timber casement windows. Central square-headed doorway having battened timber door. Attached single-bay single-storey outbuilding adjoining to east having pitched corrugated-metal roof, whitewashed rubble stone walls ,and square-headed doorway with battened timber door. Set back from road in own grounds to centre of field adjacent to the north of former mill pond associated with Newmills corn mill (see 40829001) and flax mill (see 40829002), and a short distance to the west of the mill complex. Garden to north of site, and approached from south via gravel laneway. Gateway to the south comprising a pair of rubble stone gate piers (on circular plan) having hooped wrought-iron gate. Located in the rural countryside to the south-west of Letterkenny. Stile adjacent to the west of gateway.
