The proposed development will consist of the construction and operation of a development consisting of an energy centre building, landscaping works, roof mounted solar PV and all other associated ancillary infrastructure within the townland of Kingsmeadow together with an associated heat pipeline network extending from the proposed energy centre building along sections of Kilbarry Road, Cork Road (R680) and Brown’s Road through the townlands of Kingsmeadow, Pastimeknock, Kilbarry and Ballynaneashagh, Waterford City, County Waterford. The Waterford Energy Centre building will integrate multiple low carbon energy technologies including the installation of Air Source Heat Pumps (ASHPs), and gas boilers, for peak load support and emergency back up. The proposed energy centre building will have a building height of 6.2m, with solar PV panels mounted on the building rooftop. The proposed development will also include a heat pipeline network consisting of 2no. pipes, with a diameter of 450mm each, spanning a distance of approximately 1,470m in an underground trench, from the proposed energy centre building, extending onto Kilbarry Road, crossing into Cork Road (R680) travelling the length of Cork Road before terminating outside the IDA Industrial Estate on Brown’s Road, linking the proposed Waterford Energy Centre building to future heat customer buildings in the area. Ancillary development will consist of security fencing, access and parking, drainage infrastructure, and landscaping works at the proposed energy centre building. Description
Situated at the W edge of a broad marshy basin. The church of St Barry was granted to the Knights Templar before 1180 and passed to the Knights Hospitallers in 1311. It was farmed out sometime before 1527 (Gwynn and Hadcock 1970, 330, 336; Wood 1906-07, 369-70) although it continued in use as the parish church of Kilbarry. It is described as in repair in 1615 (Anon. 1902, 111). Described by O’Donovan c. 1840 as a church ‘40ft by 17ft’ (c. 12.2m x 5.18m) with a double belfry over the W gable (O’Flanagan 1929, 1-2). A fragment of the S wall survives (L 4m) within a subrectangular graveyard (WA017-003002-) (dims. 36m NW-SE; 19m NE-SW at NW; 30m NE-SW at SE) defined by a high masonry wall (int. H c. 2m). A smaller building (WA017-003003-) described by O'Donovan as ‘17ft by 15ft’ (c. 5.18m x 4.5m) and attached to the church at its SE angle, and a larger building (WA017-003004-) (L 58ft; c. 17.67m) S of the church (ibid.), have been removed, but traces of the latter have been discovered in excavation (04E0285) during 2007 (Pollock 2010b). This is a masonry structure, but just to its S is another contemporary timber structure (WA017-003009-). A table tomb (WA017-003005-), possibly late 16th century in date, is S of the church but the cover described by Ryland (1824, 288) is missing. Architectural fragments (WA017-003007-) including the remains of a pointed doorway, are within the rectangular graveyard. Archaeological testing (04E0285) during 2004 and 2007 identified three phases of a roadway (WA017-003008-) extending SW from the graveyard (Pollock 2007b). In its last form it was a silt-coverd cobbled surface (Wth c. 10m; L c. 90m) defined by field banks on either side. This is a continuation of a country road marked on the 1840 and 1951 OS 6-inch maps and continues today as Lacken Road. (Pollock 2004b) Anon. Description

A large building described by O'Donovan c. 1840 (L 58ft; c. 17.67m) S of the church (O'Flanagan 1929, 1-2), has been removed, but traces of it have been discovered in excavation (04E0285) during 2004 (Pollock 2007b). This is a masonry structure, but just to its S is a contemporary timber structure (WA017-003009-). Further work under the same licence (04E0285) during 2007 on an extensive area (dims. c. 120m E-W; c. 30-40m N-S) S of the graveyard and running E produced more evidence of what appears to be the S wall (T c. 1.25m) of a building (ext. L 10m E-W) with a later masonry structure attached to the SE angle. These may be contemporary with two timber buildings c. (WA017-003009-) 5m to the S that are represented as faint traces of the N wall-bases. The area between the stone and timber structures was cobbled. Field boundaries on a rectangular plan are traceable to the E of these features. - WA017-003008 Road - hollow-way
Description
Archaeological testing (04E0285) during 2004 and 2007 identified two roadways extending S from the graveyard (WA017-003002-). The earlier is a hollow-way (Wth c. 3m; D 0.4m) with a ditch (Wth 0.8m; D 0.4m) on its E side and probably its W, and runs S (L c. 40m) from the W end of the preceptory building (WA017-003004-) (L c. 40m). It was overlain by a later building, but a ditch associated with a second hollow way on a slightly different axis to the earlier one cut this building. A large building described by O'Donovan c. 1840 (WA017-003004-) S of the church (O'Flanagan 1929, 1-2.), has been removed, but traces of it have been discovered in excavation (04E0285) during 2007 (Pollock 2010b). - WA017-003010 Building
Description
At the W edge of a broad marshy basin. Within a former manorial centre associated with the preceptory of the Knights Templar (WA017-003001-) (Gwynn and Hadcock 1970, 330). A rectangular medieval building (dims. c. 2.5m N-S; c. 7m E-W) identified during archaeological excavations (licence no. 18E0613) in advance of a housing development (Pollock 2021, 33-7, 56). The footprint of the building was defined by eavesdrop drains and a slight and uneven shelf at the S uphill end of the floor area (ibid. 56). Internally there were two areas of scorching (ibid. 33, 35). A sherd of Ham Green B pottery from the fill of the drain has a date range of 1175-125), however, charcoal from base of drain produced a C14 date in the late medieval period, 1465-1611, with a 97% probability of being in the early part of the range, 1435-96 (ibid. 34, 56). Another medieval building (WA017-003011-) is located c. 35m to the NW and Kilbarry church (WA017-003001-) and graveyard (WA017-003002-) lie c. 70m to the SE. - WA017-003011 Building
Description
In undulating terrain which slopes gently to the N and SE, at the W edge of a broad marshy basin. Within a former manorial centre associated with the preceptory of the Knights Templar (WA017-003001-) (Gwynn and Hadcock 1970, 330). A rectangular medieval building, or perhaps two buildings (dims. c. 14m NE-SW; c. 4m NW-SE), identified during archaeological excavations (licence no. 18E0613) in advance of a housing development (Pollock 2021, 22-5, 56). Cut into the hillslope forming a shelf which survives in two sections, both filled with silt and concentrations of charcoal and respected by a drain (ibid. 22, 24). Four sherds of 13th-century Waterford-type A pottery and a sherd of Ham Green B (1175-1250) were recovered from the fill of the drain (ibid. 25). Charcoal from the drain provided a C14 date range of 1046-1221, with a 75.8% probability of being towards the later end, 1123-1221 (ibid. 25, 56). Another medieval building (WA017-003010-) is located c. 35m to the SE and Kilbarry church (WA017-003001-) and graveyard (KK017-003002-) lie c. 100m to the SE. - WA017-003012 Flat cemetery
Description
At the W edge of a broad marshy basin. A flat cemetery was identified during archaeological excavations (licence no. 18E0613) in advance of a housing development (Pollock 2021, 45-8, 56-7). It consisted of a rectangular stone-lined cist (dims. c. 0.85m NW-SE; c. 0.4m NE-SW) with no capstone (ibid. 46). The cist appears to have been robbed of its contents and the absence of any cremated bone suggests that it had contained a crouched inhumation (ibid. 46-7). Pottery fragments from a Bronze Age vase urn were found in the silt fill as well as a stray sherd of Neolithic pottery from behind the cist (ibid. 47). Less than 2m SW of the cist there was a pit-burial containing a cremation within an upright urn, which had been truncated almost to the base (ibid.). The burnt bone was mostly those of an adult human, with some teeth of a possible juvenile and possibly some animal fragments (ibid.). Also within the urn was a bipolar flint core (ibid.). A second cremation was found 7m W of the cist, consisting of a small oval patch (dims. c. 0.2m x 0.3m) of burnt bone within a shallow pit (D < 0.05m) (ibid. 48). The bones are those of a young adult (c. 20-40 years), with some small dental roots suggesting a juvenile (ibid.). Approximately 30m to the S a group of 3 small holes included in their fills scorched soil and a potential mix of burnt human and animal bones (ibid. 56-7). These may be contemporary with or older than the cist with associated pit-burials (ibid. 57). The flat cemetery is located c. 130m NW of Kilbarry church (WA017-003001-) and graveyard (WA017-003002-) which was a focal point of the former manorial centre associated with the preceptory of the Knights Templar. Situated in a low-lying, level landscape. Archaeological monitoring (06E0996) recorded one roasting pit (dims. 1m x 0.7m; D 0.43m) filled with silts containing burnt stone, animal bone and flecks of charcoal, which produced a C14 date of 783-992 cal.
