A Large-Scale Residential Development (LRD) on a site of approximately 4.26 hectares (gross) at lands located in the townland of “Confey”, Leixlip, Co. Kildare. The main development site is bounded to the north by R149 road, Confey GAA Club to the west, Royal Canal to the south and agricultural lands to the east. The application site also includes a section of the Royal Canal towpath extending from Cope Bridge to the south-western boundary of the site to facilitate surface improvement works. The proposed development will consist of 125 no. residential units comprising 81 no. houses, 22 no. duplex units and 22 no. apartments. The proposed housing will comprise of 56 no. 3-bedroom houses and 25 no. 4-bedroom houses, in a mix of detached, semi-detached, terraced and end-of-terrace dwellings ranging in height from 1 to 3 storeys. The Rinawade - Dunfirth Tee - Kinnegad 110 kV OHL circuit runs through County Meath, County Kildare and County Offaly. It is 54 km in length and travels from Kinnegad 110 kV substation in Killaskillen (County Meath) and traverses southeast where a short loop into Dunfirth 110 kV substation in Dunfirth (County Kildare) exists. The line then continues southeast where it terminates at Rinawade 110kV substation in Rinawade Lower (County Kildare). The OHL has a total of 249no. supporting structures. Within the functional area of Kildare County Council, there is 30.66 km of the existing OHL circuit, with 140 no. structures. Within the functional area of Meath County Council there is 23.16 km, with 107 no. structures, and within the functional area of Offaly County Council there is 0.42 km, with 2 no. structures. Separate planning applications will be lodged with Meath County Council and Offaly County Council. The proposed development within Co. Kildare will comprise: the replacement (“restringing”) of the existing OHL circuit conductor wires with a new higher capacity conductor between structure numbers 93 - 153, 224 - 226, and 240 - 247; the strengthening of tower foundations at 9no. locations; the strengthening of towers (i.e., member replacement) at 14no. locations; the painting of towers at 15no. locations; shear block remedial works of towers at 1no. location; the replacement of polesets at 43no. locations, with similar structures. Description
According to the OSL (Herity 2002, 2), ' … the site of Shaughlin's castle … is now covered with three white thorn bushes and some briars. …(its) ancient name was Foxe's Castle'. Furthermore, 'At a distance of about 18 perches (c.90m) to the West of it, was discovered in the making of a ditch, a Vault, which belonged to this Castle, and appears to have been 6 feet (c.1.8m) broad.' On level pasture at the N end of Shaughlin's Glen. There is no visible surface trace of either the castle or 'vault'. Their distance apart is difficult to reconcile, unless the 'vault' was part of the castle and the location of the castle recorded on the OS 6-inch maps is incorrect. - KD006-003 Church
Description
O'Neill (2004-5, 416-9), acknowledging previous studies by O'Keeffe (1985-6, 408-17) and Manning (2002, 18-21), argues for three building phases here: he suggests that an original 11th-century, single cell structure (int. dims. L 8.3m E-W; Wth 4.68m) was converted into a nave when a chancel and chancel arch were added to its E end in the 12th-century (when it was a possession of the diocese of Glendalough), with the building being enlarged again, probably in the 15th-century, when the nave was extended, to the W. At the N end of a graveyard (KD006-003001-) within a possible field system (KD006-017----). A fairly poorly preserved, ivy-clad rectangular structure comprising a well-built nave (int. dims. L 14.5m E-W; Wth. 4.7m) of roughly dressed and coursed, limestone blocks, to the E end of which a smaller (int. dims L 5m E-W; Wth 3m) more crudely built chancel was added, but not bonded. The W end of the nave has collapsed, but the inner face of a doorway (Wth 1.7m) with segmented arch survives towards the W end of the S wall, together with traces of a possible opposing, but now blocked, doorway in the N wall. The nave is lit by two very narrow windows at the E end of the S wall; the more westerly of which is lintelled, while the easterly one although round-arched has a tympanum-stone under the arch giving a square-headed ope. Two similar, opposing windows occur in the chancel, near the E end of it's N and S walls, and there is a third in the E gable wall of the nave (with a similar tympanum to the one in the S wall) which was blocked-up when the round-headed chancel arch (Wth. 2m; H 1.8m), which springs from rectangular abacuses, was inserted. The chancel was lit by a window in its E gable wall which is robbed-out, and by a narrow flat-headed window, now blocked, at the W end of the S wall. Description
In open level pasture, separated from Confey Castle (KD006-004----), c. 160m to the ENE, by a small S-flowing stream which is spanned by a small bridge, and within a possible field system (KD006-017----). A medieval church (KD006-003----) stands at the N end of the graveyard which is shown on the 1st ed. (1838) of the OS 6-inch map as a sub-rectangular area (dims. L c. 40m N-S; Wth c. 30m) which was extended significantly (L plus c. 140m) to abutt the road to the S as shown on the latest ed. (1939) of the OS 6-inch map, and was subsequently extended again, to the E (Wth plus c. 50m) to its present limits. The graveyard is enclosed by a mortared stone wall and the earlier burials occur at the N end, around and to S of the church. Legible gravemarkers date from the 18th century to the present-day and Colgan and Cormack (2004-5, 502-535) have published a survey of the gravestones. Description
Manning (2001, 143-5) published a mid-19th century watercolour by Du Noyer which shows one half of the castle standing to full, five story plus attic, height. There is a vault over the first floor, two projecting, parapetted corner towers are depicted and a heap of rubble is shown on the levelled half of the monument. In open, level pasture, drained to the W by a small, S-flowing stream. The castle stands within a field system (KD006-017----) which also appears to extend around a medieval church (KD006-003----) and graveyard (KD006-003001-) c. 160m to the WSW, the intervening stream being crossed by a small bridge c. 50m to the WSW of the castle. The surviving remains comprise an ivy clad, single, small and now only three storeys high, rectangular corner tower (int. dims. L 1.9m; Wth 1.5m), built of roughly coursed, unbattered, limestone blocks (wall T 0.95m) with hammer-dressed quoins. A narrow lintelled loop is visible in the SW wall at first-floor level. The tower appears to have projected to the SW from the SW angle of the tower house (max. projection 2.3m) and does not appear to have contained a stairs. Description
Covering a roughly rectangular area (dims. L c. 450m E-W; Wth c. 280m N-S) in fairly level, wet pasture, bisected by a small S-flowing stream which separates a medieval church (KD006-003----) and graveyard (KD006-003001-) to the SW from a tower house (KD006-004----) to the NE. The remains to the E of the stream, around the castle, comprise a rectangular area (dims. L c. 70m E-W; Wth c. 55m) defined along the S and at the SW corner by a low, broad, earthen bank (Wth 4-5m; int H 0.4m; ext H 1m) and a wide, shallow, outer fosse (Wth 4m; D 0.4-1m) which is crossed mid-way along it's length by an earthen causeway (Wth 4m). A shallow, roughly circular pond (diam c. 12m; D 0.5m) occurs at WSW and is fed from the N by a meandering fosse/drain (Wth 4m; D 1-1.5m) which forms the W limits and which angles sharply E at NW and continues in a straight line E to meet a more modern earthen field boundary which runs N-S and forms the E limits of the site. Traces of low, narrow cultivation ridges (Wth 1.4m; H 0.10-0.15m) with narrow furrows (Wth 0.3-0.4m) running N-S survive in the N-third of the pastured interior, while to the S, similar but more denuded ridges run E-W. Abutting the external SW corner and sharing the main field's fosse at SE and along the S is a smaller rectangular area (dims. L c. 20m E-W; Wth c. 14m) defined along the W by a narrow, shallow fosse (Wth 1.3m; D 0.2m) and along the N by a low scarp (ext H 0.5m) with lower, wetter ground outside. The interior also contains low, narrow cultivation ridges running N-S. Immediately W of this small field is the low platform marking the levelled portion of the tower house and just beyond to the W there is a small sub-rectangular enclosure (dims. L c. 10m N-S; Wth c. 8m) abutting the S-flowing stream at W and defined along N, E and S by a low earthen bank (Wth 2-3m; H 0.4-0.6m). Across the stream, to the W, the remains survive to the W of the church and graveyard and comprise a long, gently curving chord of fosse (possibly the remains of an ecclesiastical enclosure?), (L c. 93m NE-SW; Wth 4m; D 0.5m) which abuts the stream at its N end and which is truncated by a low WNW-ESE scarp (H 0.6m) at the S end. Mid way along its length a similar fosse runs E to the graveyard wall while near its N end a low scarp (H 0.5m) runs SE towards the church, immediately N of which is a low, oval earthen mound (diams. 10m NE-SW; 6m NW-SE; H 0.3-0.5m) defined by a scarp.
