Permission for development at a site of 2,632 sq.m (0.26 ha) within an overall site of c.20,200 sq m (c.2.02 ha). The overall site comprises the southern part of the former Printworks/Smurfit Site at Botanic Road, Glasnevin, Dublin 9. The applications site is located at the eastern portion of the overall site (adjoining the rear of properties on Iona Park). The proposed development consists of an amendment to the permitted residential development (ABP Ref. PL29N.246124; DCC Reg. Ref.: 3665/15 (as amended by DCC Reg. Ref. 4267/17, 2133/18 and 4306/18) which is currently under construction. DCC Reg. Ref. 4306/18 which also pertains to the subject site is not affected by the current application. The proposed amendments comprise the change of permitted house Nos. 25-35 inclusive from 11 No. three storey (five bed) terrace units to 28 No. three storey apartments (4 No. one bed and 24 No. two bed units); a nominal increase in the overall height of the units (the ridge level will remain unchanged as the additional height is facilitated by a reduction ground floor level by 340mm); the slight repositioning of the blocks within the permitted footprint; associated minor amendments to elevations, internal layouts, boundary treatments, landscaping and curtilages. The development will reduce the gross floor area of the scheme by 67 sq m. The development will include the provision of 788 sq m of communal open space (in lieu of the previously permitted private open space to dwellings); an increase in quantum of car parking spaces from 11 No. to 20 No. spaces; the provision of 28 No. cycle spaces; winter gardens facing west; ground level terraces facing east; bin storage; and all other associated site development works above and below ground.

Description
Granite and steel boundary, erected 1923, to front (west) of former John Player & Co. tobacco factory. Symmetrical layout, comprising decorative steel railings with saltire crosses to top rail and equally spaced steel cage piers with hooped frieze and ball finials to corners, set on chamfered ashlar granite plinth wall; divided into sections by square ashlar granite piers with band-rusticated quoins and corniced caps. Paired vehicular steel gates to north and south ends with saltire panels, saltire top rail and central hoop, flanked to outer ends by matching pedestrian gates bearing maker's mark 'J & C McGloughlin Ltd. Dublin', supported on large square-plan piers, each having moulded plinth, band rustication, moulded stringcourse, plain frieze and corniced caps, supporting tapered steel lamp standards with geometric framework (lamps missing). Tarmac vehicular access with granite kerbing to concrete footpath, and with tarmac carparking within.

Description
Attached multiple-bay single-storey neo-Classical former tobacco factory administration block, built 1923. with dormer attic. Now vacant. Symmetrical front and end facades, principal facade having shallow breakfront with pedimented entrance, and end bays projecting forwards; substantial industrial blocks attached to rear. Mansard Westmoreland slate roof behind granite blocking course, stepped to centre over entrance bay; leaded hips and timber dormers with slated cheeks and having segmental-profile roofs to end bays and to flanking bays of three-bay units to recessed part of facade, with gabled roofs to middle dormers. Cast-iron downpipes. Ashlar granite walling over plinth with plain frieze and moulded cornice, projecting piers to corners having shallow band-rustication; Portland stone to entrance bay. Square-headed windows with moulded architraves and stepped keystones, projecting moulded granite sills and replacement uPVC windows. Shouldered segmental-headed entrance opening, flanked by band-rusticated Portland stone piers supporting open-bed segmental pediment having carved fronds, keystone and cartouche bearing monogram JPS to tympanum; recessed double-leaf stained timber door, each leaf having three raised and fielded panels and side panels and multiple-pane overlight. Tapered industrial chimney located to southeast, built of red brick laid in English garden wall bond and having corbelled neck and nosed lip of engineering brick. carpark to front of building; site bounded by original boundary walls and railings.
