The proposed development and works comprise the excavation of approximately 19,000m3 of topsoil & subsurface material, all of which will be reused in the construction of the permitted track extension; the creation of an underpass tunnel measuring 4 metres in width by 4 metres in height by 88.1etres in length with the floor of the tunnel 6metres below the finished track level; a new section of internal ambulance road measuring 4metres wide will link the tunnel into the existing ambulance road at a distance of 120metres to the north of the tunnel entrance and 140metres to the west of the tunnel entrance; retaining walls will be constructed over a length of 114metres at the southern tunnel entrance and over a length of 58metres at the northern tunnel entrance on both sides of the new section of the internal ambulance road beyond the proposed tunnel entrance, the height of the retaining walls will be 1.5metres above the minimum invert level in the underpass tunnel; associated surface water drainage infrastructure and all associated development works. The ext of the existing racetrack by approximately 660m & raising ground levels on the track ext area to tie into existing site levels that range from approx 160m OD to the east to 140m OD to the west; widening of the home straight over a distance of 800m by between 30m & 35m; a new ambulance track over a length of 1,890m & ancillary infrastructure; &, landscape enhancement works within & adjoining the racecourse facilities including landscaping planting & the relocation of 2 no. existing attenuation ponds, & the creation of an additional 2 no. attenuation ponds. To facilitate these works, site levels will be raised to match existing contours & will require approximately 1.15 million tones of topsoil, subsoil, sand & gravel. These materials will be extracted from lands adjoining the established racecourse that are currently being restored from a disused sand & gravel pit to agricultural use under KCC Reg. Ref. 08/2159 & EPA Waste Licence Ref. W0254-01 (Walshestown). The permission granted under Kildare Council Ref. Ref. 08/2159 will expire in 2020. This application is seeking Permission for the continuance of the permitted restoration use of the Walshestown lands for a period of an additional 8.5 years to complete the current permission restoration works, & an additional 3.5 years to restore the additional area of extraction required for the racecourse ext works (12 years in total). All proposed restoration works are consistent with those previously permitted under KCC Ref. Ref. 08/2159. The proposed restoration works include the importation & placement of inert materials over & area of c. 40.05ha; processing of non-hazardous materials including crushing, screening, & magnetic separation using mobile machinery for the purpose of recovery & recycling of engineering materials; storage, & , continued use of all established & permitted structures, storage facilities, hardstanding, drainage infrastructure, utilities & works. Permission is also sought for a proposed maintenance & storage shed of 3,500 sq.m gross floor area to facilitate the proposed restoration use, & all ancillary development works. The proposed use will require the current waste licence ref. W0254-01 to be reviewed by the E.P.A. to facilitate these works. The proposed extraction & restoration works will involve the continuation of the Walshestown operations for a total period of 12 years. - KD024-009001 Standing stone
Description
A National Monument (No. 305). The stone had fallen towards the NE and before its re-erection in 1934, detailed drawings were done and its socket was excavated which revealed a small cist (KD024-009002-) at SW (Leask 1937, 250-52). On slightly elevated ground in good pasture. A tall tapering granite pillar (total H. 7m; lower L 0.96m N-S; Wth 0.65m) with the lower portion (H 1.2m) set into a socket, and weighing some nine tons (ibid.). - KD024-009002 Cist
Description
Discovered abutting the SW end of the socket of a fallen standing stone (KD024-009001-) before its re-erection in 1934 (Leask 1937, 250-52). Described as a very small, roughly formed, stone lined cist, filled with compacted clay, it only contained a pig heel bone which was interpreted as a modern intrusion. The creation of a new secure socket to house the re-erected standing stone meant that the cist could not be preserved in situ (ibid). Description
A Registered Historic Monument (HM01307). On a slight rise and now surrounded by car parking for Punchestown Racecourse. A small and very overgrown circular area (diam. 15m) is enclosed by a shallow fosse (D 0.3m; Wth 3m), a low earthen bank (H 1m; Wth 4m), a second fosse (D 0.5m; Wth 2m) and a second, outer bank upon which cleared field material has been dumped. Description
In level pasture immediately N of Punchestown racecourse. Noble and Keenan show a walled estate with a large, possibly gabled, house on their 1752 map of County Kildare and, according to De Burgh (1896, 317), the house belonged to the Alen family in the late-17th century. It may have been levelled by 1783 as it is not shown by Taylor on his map of the county. No visible surface trace survives. A triangular pond to the S may be a relict landscape feature. Description
Shown on the 1st ed. (1838) of the OS 6-inch map as a long narrow, steep-sided ridge (est. c. 90m NW-SE; c. 60m NE-SW), but not indicated as an antiquity. Although named ‘Punchestown Moat’ on the current ed. (1910), it may have been a natural ridge. In 1972, it was found to have been recently levelled (SMR file). Description
In 1981, a trapezoidal shaped short stone cist (dims. L 0.83m N-S; Wth 0.6m; D 0.6m) was discovered when a field was being harrowed. It was composed of four substantial slabs set on edge, covered by a suboval capstone (L 1.98m; Wth 1.4m; T 0.18m). It contained two crouched, unburnt burials (a young adult female and a young adult male) and a later deposit of cremated bones from two individuals, together with some charcoal, but no grave goods (Cahill and Sikora 2011, Vol 1, 224-7) Compiled by: Gearóid Conroy Date of upload: 12 July 2012
