  Uisce Éireann intends to apply for a 10-year planning permission to construct a new wastewater treatment plant (WwTP) at Coolaboy, Dromcollogher, Co. Limerick. The Proposed Development will comprise the construction of a new WwTP to provide treatment capacity for a population equivalent (PE) of 1,350 (10 years) and 1,550 (30 years). The wastewater will be treated and discharged via an outfall pipe into the River Deel at a location approximately 6.5 kilometres to the northwest of the WwTP. The outfall pipe will be located primarily in public roads in the townlands of Coolaboy, Mundellihy, Ballinlongig, Cloonmore and Tulligmacthomas. The existing WwTP will be decommissioned and demolished upon completion of the Proposed Development. The Proposed Development will comprise: i) Development of a new preliminary wastewater treatment plant including infrastructure such as bypass channels and screens; grit and fats, oils, greases (FOG) removal plant; storm water overflow tank; sludge drying reed beds; flash mixer chamber; return liquor pumping station facilities; caustic and ferric dosing storge tanks; flow to full treatment (FFT) pumping station; final settlement tank flow split chamber; 2 no. final clarifiers; sludge draw off chamber (return-activated sludge and waste-activated sludge pumping station); static mixer; wash water pumping station; tertiary disk filter; and final effluent pumping station. ii) Development of an ESB sub-station, control building, and fuel tank. iii) Provision of approx. 54m of new gravity sewer to direct flows to the new WwTP. This will replace an existing combined sewer overflow which will be decommissioned after the process switchover. iv) Provision of adequate site lighting, access gates, access stairs, walkways, car parking and electric charging facilities, and site boundary hedging and fencing. v) Provision of photovoltaic (PV) panels on the site of the existing WwTP following its decommissioning. vi) Provision of site drainage infrastructure including a hydrocarbon interceptor, construction of outfall pipe along public roads, and headwall in Tulligmacthomas. vii) Realignment and widening of existing site entrance, including provision of a new access road into the site and a bridge within the site. viii) All hard and soft landscaping throughout the site, and all associated and ancillary site works. The Proposed Development will be accompanied by a Natura Impact Statement (NIS)

  Description

  On N outskirts of Dromcolliher town, immediately W of town house garden, with pasture field adjoining elsewhere. Oval area (26.6m N-S; 21.5m E-W) defined by scarped edge (H 2.1m; Wth 1.8m); hedging runs along top edge of scarp. Scarp, best preserved SE->SW, lowers NE->SE (H 0.55m; Wth 4m). Interior, under rough pasture, has dip (Wth 1.8m) running across centre on rough E-W axis. Enclosure now used as a small paddock, accessed by two small wooden gates in hedge at NNW (Wth 2.5m) and SW (Wth 1.6m) respectively. ESB pole stands atop scarp at NNE.   Terraced four-bay two-storey bank, built c. 1840, having two-storey flat-roofed extension to rear (west). Pitched slate roof with projecting timber clad eaves, snecked limestone chimneystack and cast-iron rainwater goods. Rendered eaves to gables (north, south). Dressed snecked limestone walls, built to courses, having ashlar limestone plinth. Tooled limestone quoins, platbands and frieze to front elevation. Square-headed window openings with tooled limestone sills and surrounds to front elevation. Tooled limestone sill course to ground floor. One-over-one pane timber sliding sash windows to ground floor and six-over-six pane timber sliding sash windows to first floor of front elevation. Square-headed window opening with tooled limestone sill to side (north) elevation of rear extension, having tooled limestone lintel, block-and-start surround and timber sliding sash window. Square-headed door opening within tooled limestone surround to front elevation, having tooled limestone step and double-leaf timber panelled doors surmounted by single-pane overlight.   Freestanding cruciform-plan double-height gable-fronted Roman Catholic church, built in 1824, with further renovations carried out in 1861, the 1950s and the 1990s. Three-bay nave with recent porch to front (south) and recent glazed side aisles to sides (east and west). Three-bay transepts to side elevations, having single-bay porches to front (south) elevations and single-bay side chapels to rear (north) elevations. Canted three-bay chancel to rear (north) of nave. Formerly freestanding three-stage bell tower to north having recent corridor additions to front (south) elevation, attached to chancel, and side (east) elevation, attached to recent three-bay two-storey sacristy. Pitched slate roofs throughout with hipped slate roof to chancel, having rendered eaves courses, replacement aluminium rainwater goods and cast-iron downpipes. Dressed limestone parapet wall to front elevation of nave having tooled limestone coping surmounted by tooled stone cross finial. Render cross finials to gables of transept porches. Round-headed and pointed arch vacant window openings to nave, having render hoodmouldings springing from decorative corbels flanked by recent square-headed openings with moulded render surrounds, giving access to side aisles. Statues of Blessed Virgin Mary and the Sacred Heart are mounted on altars to side chapels. Marble commemorative plaques to transepts.
