  Uisce Éireann intends to apply for a 10-year planning permission to construct a new wastewater treatment plant (WwTP) at Coolaboy, Dromcollogher, Co. Limerick. The Proposed Development will comprise the construction of a new WwTP to provide treatment capacity for a population equivalent (PE) of 1,350 (10 years) and 1,550 (30 years). The wastewater will be treated and discharged via an outfall pipe into the River Deel at a location approximately 6.5 kilometres to the northwest of the WwTP. The outfall pipe will be located primarily in public roads in the townlands of Coolaboy, Mundellihy, Ballinlongig, Cloonmore and Tulligmacthomas. The existing WwTP will be decommissioned and demolished upon completion of the Proposed Development. The Proposed Development will comprise: i) Development of a new preliminary wastewater treatment plant including infrastructure such as bypass channels and screens; grit and fats, oils, greases (FOG) removal plant; storm water overflow tank; sludge drying reed beds; flash mixer chamber; return liquor pumping station facilities; caustic and ferric dosing storge tanks; flow to full treatment (FFT) pumping station; final settlement tank flow split chamber; 2 no. final clarifiers; sludge draw off chamber (return-activated sludge and waste-activated sludge pumping station); static mixer; wash water pumping station; tertiary disk filter; and final effluent pumping station. ii) Development of an ESB sub-station, control building, and fuel tank. iii) Provision of approx. 54m of new gravity sewer to direct flows to the new WwTP. This will replace an existing combined sewer overflow which will be decommissioned after the process switchover. iv) Provision of adequate site lighting, access gates, access stairs, walkways, car parking and electric charging facilities, and site boundary hedging and fencing. v) Provision of photovoltaic (PV) panels on the site of the existing WwTP following its decommissioning. vi) Provision of site drainage infrastructure including a hydrocarbon interceptor, construction of outfall pipe along public roads, and headwall in Tulligmacthomas. vii) Realignment and widening of existing site entrance, including provision of a new access road into the site and a bridge within the site. viii) All hard and soft landscaping throughout the site, and all associated and ancillary site works. The Proposed Development will be accompanied by a Natura Impact Statement (NIS)

  Description

  In gently undulating pasture. Roughly circular area (diam. c. 35m) enclosed by earthen bank, with external waterlogged fosse (D 0.3m; Wth 2.8m), which are both masked by dense overgrowth. Bank (int. H 0.7m; ext. H 1.15m), best preserved along E side (ext. H 1.6m), is denuded by cattle along N arc where it widens out (Wth 2.1m). Gap in bank (Wth 3.4m) at SW. Fosse is not evident NNW->N where a small rectangular annex adjoins. A similar triangular annex adjoins SSE->S. Interior is masked by dense overgrowth.   Description

  In pasture, on level terrain. A sports grounds lies immediately adjacent to E. Circular area (diam. 40m) enclosed by earthen bank, with external fosse (D 0.5m; Wth 4m) SSW->NE. Bank (int. H 1.2m; ext. H 2.2m), best preserved NW->N, is skirted by wire fence with concrete posts along external base ENE->SSE. Field boundaries abut bank at NW and N. Fosse, best preserved NW->N, is clipped by farm passage along outer edge WSW->WNW. Interior, under pasture, dips down towards centre. There are small dumps of earth and stones along verges.   Detached three-bay two-storey house, built c. 1870. Canted front porch with balcony to roof flanked by two-storey canted bays to front (south-east) elevation. Three-bay two-storey lean-to addition to rear (north-west) having two-bay single-storey extension. Rendered water tank and recent extension to rear. Recent lean-to conservatory to side (south-west). Hipped slate roof having slate cat-slide roof to rear addition, rendered chimneystacks and cast-iron rainwater goods. Moulded render cornice to eaves of front elevation, rendered eaves course to rear elevation. Rendered rubble stone eaves course to side (north-east, south-west) elevations. Hipped artificial slate roofs to canted bays. Artificial slate roof to single-storey lean-to and two-bay single-storey extension. Flat bitumen roof to recent extension. Channelled lined-and-ruled rendered wall with plinth to front elevation and canted bays. Exposed rubble stone walls to side (south-west) elevation, rendered wall to side (north-east), rear (north-west) and side (south-west) elevation of lean-to addition. Render sill courses to canted bays. Rendered parapet wall to porch with moulded render cornice. Square-headed window openings with render and limestone sills throughout. One-over-one pane timber-sliding sash windows to canted bays and first floor rear elevation. Two-over-two-pane timber sliding sash window to first floor of side (south-west) elevation. Four-over-four pane timber sliding sash window to first floor of side (north-east) elevation of lean-to addition. Replacement timber casement windows to conservatory, side (north-east) and rear elevations. uPVC casement windows to rear elevation of two-bay extension. Square-headed door openings throughout, having tooled limestone semi-circular step and replacement uPVC casement window to porch. Double-leaf French doors to first floor balcony over porch. Glazed timber door to front elevation of conservatory. Timber battened door to side (north-east) elevation of rear extension. Internal French doors surmounted by single-pane overlight to interior of conservatory. Four-bay double-height outbuilding to south-west with rubble stone walls. Square-headed window openings with tooled stone sills, rusticated tooled limestone voussoirs and impost blocks, now partially blocked to ground floor, timber louvered openings to upper floor. Round-headed door opening having rusticated tooled limestone block voussoirs and replacement cast-iron piers supporting corrugated-iron door. Integral camber-headed carriage arch having rusticated tooled limestone block voussoirs and double-leaf timber battened doors. Located within its own grounds having gated entrance and gate lodge to east.

  Detached five-bay two-storey pair of houses, built c. 1940, now comprising single semi-detached house and garda station having recent porches to front (east) and side (south) elevations. Pitched slate roof with rendered chimneystack, timber clad eaves and uPVC rainwater goods. Roughcast rendered walls with rendered plinth. Rendered walls to porches with render canopies. Square-headed window openings with render sills and raised rendered surrounds throughout. Six-over-six and four-over-four pane timber sliding sash windows to front elevation. Two-over-four pane timber sliding sash windows to side (north) elevation. Three-over-six and one-over-two pane timber sliding sash windows to first floor rear (west) elevation. Timber-framed tripartite window to ground floor rear elevation having central six-over-six pane timber sliding sash window flanked by two-over-two pane timber sliding sash sidelights. Occasional replacement timber casement windows to side (south) and rear elevations. Blocked window opening to north end of rear elevation. Oculus window openings to side (north and south, east and west) elevations of porches having raised rendered surrounds and fixed single-pane windows. Square-headed door openings with rendered surrounds, having tooled limestone step and timber panelled door to front elevation. Rendered step and timber battened door to side (south) elevation. Tooled limestone steps, raised rendered surrounds and glazed timber doors to rear elevation. Roughcast rendered wall to rear elevation having rendered plinth and coping. Group of flat-roofed outbuildings to west, having roughcast rendered walls. Square-headed door openings with rendered surrounds, timber battened doors and flanking glazed timber sidelights . Located within its own grounds, having roughcast rendered enclosing wall with render coping to east. Square-profile roughcast rendered piers and gate piers to splayed entrance with double-leaf wrought-iron gates.

  Description

  Detached three-bay single-storey gate lodge, built c. 1870, having canopy to front (west) elevation. Hipped decorative slate roof with timber clad overhanging eaves, rendered chimneystack and uPVC rainwater goods. Pitched tiled roof to canopy with decorative timber bargeboards on carved timber brackets springing from tooled stone corbels. Rendered rubble stone walls. Square-headed window openings with tooled limestone sills and render hoodmouldings throughout, having one-over-one pane timber sliding sash windows to front elevation. Two-over-two pane timber sliding sash window to side (north) elevation. Square-headed door opening to front elevation having timber panelled door. Splayed entrance to north, comprising rubble stone walls with rubble stone coping, square-profile piers with rendered stringcourse, cornice and pyramidal capping supporting double-leaf wrought-iron gates. Mature tree-lined driveway leading to main house to west, with freestanding single-span bridge spanning stream. Round-headed arch with tooled limestone voussoirs to side (north and south) elevations, rubble stone soffits and spandrels. Splayed rubble stone parapet walls with rubble stone coping. Render and rubble stone weir with rendered embankments to north of bridge.
