PERMISSION & RETENTION: We, Technological University Dublin (TU Dublin) intend to apply for permission and retention permission for development at this site: at a warehouse to the north of The Clock Tower (a Protected Structure, RPS Ref. 3288), Grangegorman Lower, Dublin 7. The site is located within the overall Grangegorman Strategic Development Zone (SDZ) of c. 28.69 ha at Grangegorman, Dublin 7. There are several Protected Structures within the Grangegorman SDZ. The temporary development will consist of: A) Retention permission for works comprising of: 1. Metal corrugated cladded gable end (east elevation) to enclose a warehouse of 835 sq.m GFA (original warehouse partially demolished under Reg.Ref. 3336/12; reducing from c. 2,018 sq.m to 835 sq.m GFA). B) Permission for works comprising of: 1. Refurbishment works to an existing warehouse consisting of: i) Replacement of the existing asbestos cladding on the north, south and west elevation with a new metal corrugated cladding facade; ii) Blocking up of existing roller shutter doors and selected pedestrian doors and windows on the north and west elevations with matching brickwork infill; iii) Inclusion of new pedestrian doors on the north and east elevations; iv) Inclusion of a vehicular access roller shutter door on the east elevation; v) Replacement of 15 no. clear cladding panels on the south elevation with clear GRP panels; vi) Replacement of 2 no. existing roof lights with clear GRP panels; vii) Replacement of the existing gutters, RWPs and drip trays with similar new versions; and viii) Erection of lighting and CCTV cameras on the exterior of the warehouse facing into the associated yards. 2. Other works comprising of: i) Provision of 3 no. standalone compactor units; and ii) Inclusion of a perimeter fence and vehicular access gate. 3. The site is located within the overall Grangegorman Strategic Development Zone (SDZ) of c.28.69ha at Grangegorman, Dublin 7. There are several protected structures within the Grangegorman SDZ. The development will consist of amendments 0to the temporary printmaking workshop permitted under Dublin City Council Reg. Ref. GSDZ4602/19. The proposed amendments will comprise of: (1) The redesign of the temporary printmaking workshop including: general alterations to the internal layout; the omission of a portion of the building protruding from the north east corner; and a reduction in its GFA from c.355sq.m. to c.316sq.m. (2) Modifications to the roof including: a reduction in the number of sawtooth pitches; an increase in the height of the sawtooth pitches from c.5.6m to c.6.8m; the inclusion of flat roof sections to the north and south at a height of c.3.4 and c.3.9m respectively; and the relocation of the rooflights and photovoltaic panels to reflect the proposed roof changes. (3) General alterations to the door and window fenestrations including: the relocation of entrances; and the repositioning and replacement of window types. (4) Minor landscaping works to reflect the revised building layout including: hard-landscaping works; and the repositioning of bicycle stands. (5) All associated site development works (including drainage and service works) on a site of c.0.075ha. The development consists of modifications to permitted 'East Quad' - a 4 to 6 storey third level educational building granted under Planning Ref. GSDZ2835/15. The modifications comprise the following: Extension in size and height of roof top plant rooms; Provision of enclosed fire-escape at Level 5 roof; Change of cladding to lower plant room at level 5; Minor changes to elevational facades/materials; Minor revisions to permitted landscaped areas. Development has otherwise been carried in accordance with permission Ref. GSDZ2835/15. The proposed development has been designed to comply with the Grangegorman Planning Scheme 2012 (as amended).

Description
Detached U-plan seventeen-bay five-storey former nurses' home, built 1937-40, extended 1949, having eight-bay side elevation, single-storey bowed annexe to rear (east) elevation. Now hospital use. Flat roof having lift and maintenance shafts, hidden behind raised red brick parapet with granite coping. Red brick, laid in Flemish bond, to walls, granite platband at sill level to fourth floor. Render platband at sill level to first floor, over rusticated render to ground floor. Red brick pilasters to maintenance shafts to internal elevations of end-bays to rear. Square-headed window openings throughout, red brick voussoirs, two-over-three pane timber sash windows to fourth floor, three-over-three pane timber sash windows with granite sills to other floors, four-over-four pane timber sash windows with granite sills to bow to annexe, all windows with horizontal glazing bars. Projecting cut granite doorcase to front, square-headed door opening having figurative carving over, rounded fluted reveal, double-leaf timber panelled door, render steps flanked by granite plinths with square-profile fluted lamp pedestals. Pair of square-profile granite piers flanking double-leaf cast-iron gates to front (west) of building, matching cast-iron railings on snecked dressed stone plinth wall having granite coping. Double-leaf pedestrian gates to either side of annexe to rear, having square-profile granite piers, and matching cast-iron railings.

Detached seventeen-bay three-storey former penitentiary, dated 1816, having central pedimented breakfront and projecting breakfronts to front (west) elevation, central full-height block with canted bays to rear, corridor projecting from rear adjoining range parallel to front. Recent single-storey structures to rear. Later used as part of Richmond District Lunatic Asylum, now in use as hospital. Square-profile clock-tower over central bay to front, having chamfered corners, copper ogee-domed roof with carved granite cornice, surmounted by weather vane having date. Cut granite walls, Square-headed openings with timber louvered vents with spoked windows. Clock faces to four elevations, carved draped pendant garlands over. Hipped slate roofs, pitched to range to rear, rendered chimneystack with clay chimneypots, cast-iron rainwater goods, calp eaves course. Snecked squared calp walls, carved granite triangular pediment over plain frieze over central bay to front, granite platband at first floor sill level to end-bays and central bay, granite eaves course to end-bays and side (north and south) elevations. Render plinth course to front having granite capping. Snecked rubble calp to rear (east) elevation and to rear range, roughcast render to rear of rear range. Full-height red brick angled toilet block to rear. Square-headed openings throughout, cut granite sills, some with cut calp limestone voussoirs. Some timber sash windows to front: twelve-over-twelve pane, twelve-over-eight pane, two-over-two pane to front, those to ground floor with cast-iron railings. Window openings to rear elevations having red brick voussoirs and surrounds, render reveals, and timber sash windows: twelve-over-twelve pane, eight-over-four pane, four-over-four pane, some with cast-iron railings, some having timber louvered vents, some replacement uPVC windows to front and rear, some blind openings. Six-over-six pane timber sash windows to red brick block to rear. Three-bay porch to front, cut calp limestone walls, segmental-arched opening over with dressed calp voussoirs supported on carved calp consoles, granite platband and cast-iron balustrade to top. Square-headed window openings having replacement uPVC windows flanking central square-headed door opening, calp voussoirs, double-leaf glazed timber framed door with plain overlight opening onto granite platform with four steps, flanked by octagonal granite piers and steel railing. Square-headed openings to north and south of central breakfront, dressed calp surrounds, chamfered edges, calp voussoirs, double-leaf timber battened door to north, replacement uPVC door to south. Square-headed door openings to rear elevations. Plastered walls to interior, original stairwell to central block, timber balustrades and architraves.

Attached three-bay single-cell double-height chapel, built c.1810 as part of Richmond Penitentiary, occupying upper floors of central return to rear (east) elevation. Remodelled c.1850. Now disused. Pitched slate roof, render coping and chimneystack, red brick chimneystack, cast-iron rainwater goods. Roughcast rendered walls. Bipartite window openings to south elevation, comprising trefoil lancet windows, quatrefoil opening over, stained glass windows, chamfered sandstone surround and sill, replacement uPVC windows to lower part of windows. Oculus to east elevation, render surround, quatrefoil window with stained glass. Plastered walls to interior, timber wainscoting. Quadripartite-vaulted ceiling, moulded plaster ribs, bosses and stops. Fireplace to north elevation, carved timber columns with canopy over, tiled surround. Square-headed door opening to rear, carved timber surround, gabled pediment, timber panelled door.
