PROTECTED STRUCTURE: Permission for development at a site within the Technological University Dublin (TUD) Grangegorman Campus to the south of the Dublin 7 Educate Together Primary School and the Grangegorman Primary Care Centre (including the Former Laundry and Occupational Therapy Building RPS Ref: 3287) and to the north of the TUD Central Quad Building and Greenway Hub Building, Grangegorman Lower, Dublin 7. The site relates to an existing internal access route known as Ivy Avenue which is accessed from Grangegorman Lower. The site is located within the Grangegorman Strategic Development Zone (SDZ). The proposed development will consist of works to the existing internal access route known as Ivy Avenue public realm and adjacent lands. The proposed development seeks to complete areas previously constructed under DCC Reg. Refs. 3373/12 (as extended under 3373/12/X1), GSDZ2264/14 and GSDZ2835/18 and is comprised of: 1. Completion of the surfacing of Ivy Avenue, providing controlled east-west traffic flow; and the opening of the existing closed vehicular access from Grangegorman Lower including the installation of a lifting barrier, a double sliding gate, and traffic calming layout including a raised table crossing; 2. Provision of 3 no. standard car parking spaces, 3 no. accessible parking spaces and a loading bay to the north of Ivy Avenue; 3. Delivery of improved public realm along the northern side of Ivy Avenue, including high-quality paving to match the wider Grangegorman Site, landscaping (including trees and planting), bicycle parking, SUDS features, and lighting; 4. Construction of new open space, including a natural playscape area to the west of the existing Dublin 7 Educate Together School, including play equipment, seating and landscaping; 5. The relocation and re-opening of an existing closed pedestrian gate between the site and Grangegorman Upper, including the removal of inappropriate boundary wall materials and restoration works to the boundary wall (a Protected Structure, RPS Ref. 3281); 6. All development shall take place within a total area of c. 5,322sq.m and is located adjacent to the existing Grangegorman boundary wall (a Protected Structure, RPS Ref. 3281) and HSE Primary Care Centre (former Laundry, a Protected Structure, RPS Ref. 3287), within the Grangegorman SDZ.

The development will consist of: (A) Temporary (5 years) estate accommodation facilities comprising: (i) Multiple single-storey modular prefabricated buildings (combined GFA c.141sqm) to be used as changing and welfare facilities, a kitchenette/canteen, and office use; (ii) The provision of 3 no. bicycle stands (6 no. spaces); and (iii) Minor landscaping and boundary treatment works. (B) Amendments to the permitted temporary (5 years) sports changing facility (Reg. Ref. GSDZ4601/19) comprising: (i) Relocation of the permitted facility c.93m west and c.1.5m north; (ii) Repositioning (90-degree rotation) of 3no. single storey containers on the east elevation; (iii) Inclusion of an additional single storey container (GFA c.12.5sqm) and a standalone air source heat pump unit; (iv) Modification to the east entrance including new block walls, tarmac surfacing and the repositioning of the permitted security gate; and (v) Adjustments to the existing hoarding opening at the west entrance from c.22.5m to c.7.6m wide. The modular units will be positioned around a central open-air courtyard. An emergency access gate and perimeter fence are proposed along the west elevation. 2. A single-storey container to be used as a plant room (GFA c.12.5sq.m). 3. A water storage tank. 4. Minor landscaping works and the provision of bicycle stands. 5. All associated site development works (including drainage and service works) on a site of c.0.16ha.

Description
Detached complex-plan three-bay single-storey mortuary, built c.1895, having triple-pile block to south with gabled porch to front (south) elevation, with linking corridor to five-bay block to north (rear), with lower extension to north elevation of this. Pitched slate roofs, hipped roofs to front block and centre block and extension to north, terracotta ridge tiles, granite coping, rendered chimneystack to block to rear, carved yellow brick eaves course, cast-iron rainwater goods. Snecked rock-faced rusticated calp limestone walls, yellow brick block-and-start quoins, calp plinth course having yellow brick capping. Oculi to apices of east and west elevation to block to rear, yellow brick surrounds, timber louvered vents. Segmental-arched window openings, yellow brick voussoirs and block-and-start surrounds, granite sills and four-over-four pane timber sash windows. Steel grilles to some window openings, some blocked. Square-headed window openings to rear and to central corridor, yellow brick voussoirs and block-and-start surrounds, granite sills. Three-over-three pane and two-over-two pane timber sash windows to rear, four-over-four panes to corridor. Square-headed door opening to porch to front, yellow brick block-and-start surround, timber battened door. Square-headed door openings to side elevations, yellow brick block-and-start surrounds, timber battened doors.
